I got ultimo 2 x DVBS2 tuners with VIX 2.3

I foud out that ultimo can not receive most of the transponders with low level that I get with my previous receivers - Dreambox db5620 - and Nokia 9800
anyone have such problem
do you think problem can be tuner drivers or It Is hardware problem
